Population and water demands continue to grow and place stress on existing water supply facilities and sources. Constructing new surface water storage facilities is a complex process, constrained by environmental requirements and cost. In California, recent changes to the law require that communities document the surface water and groundwater sources of water supply and ensure that water is available in normal, dry, and multiple dry years. Conjunctive use helps increase both the reliability and amount of the water available to the community and overcome supply problems through integrated management of all available water sources.

WRIME provides services that help local, state, and federal agencies design and implement conjunctive use programs. We have helped communities develop conjunctive use projects in the Central Valley, Southern California, and the Central Coast.

Our approach consists of:

  • A systematic planning process tailored to the unique needs of the local community;
  • Technical tools and analysis results that can withstand intense technical and legal scrutiny; and
  • Integrated modeling that provides quick response to stakeholder “what if” questions regarding surface water and groundwater.

We work with local stakeholders early in the planning process to identify the issues, constraints, and goals and objectives. This information is used with the available data to establish basin management objectives appropriate to the local conditions. We then conduct technically rigorous and defensible analyses and produce project plans that are accessible and understandable to non-technical persons. Our work supports decisions on feasible projects and implementation of facilities and policies that meet current and future water supply needs.

As the “on-call” contractor for the California Department of Water Resources Conjunctive Water Mangagement Branch for three years, WRIME has helped the state and local partners by conducting more than 40 technical and management evaluations for conjunctive use opportunities. In 2004 we were again selected by the state to continue supporting conjunctive use planning for three more years.
