Environmental compliance is the final step of the planning process; in-depth and rigorous analysis of potential impacts and benefits are necessary to comply with complex, and often overlapping, local, state, and federal regulations. In addition, regulatory compliance requirements are often the primary reason for initiating a technical study or undertaking a major modeling effort.

WRIME provides critical analysis and technical services in support of a wide range of environmental compliance programs, including Environmental Impact Reports (EIRs) for the California Environmental Quality Act (CEQA), Environmental Impact Statements (EISs) for the National Environmental Policy Act (NEPA), Clean Water Act 404 permits, and the federal and state endangered species acts. Our technical work products also support water rights applications, FERC (Federal Energy Regulatory Commission), re-licensing, and water supply assessment for SB 221 and SB 610 requirements.

WRIME is unique because we provide:

  • Unsurpassed capabilities in data analysis, modeling, and evaluation of water resources systems, coupled with knowledge of local, state, and federal policies;
  • Staff experienced in coordinating and leading interdisciplinary teams; and
  • Demonstrated ability to provide rigorous, well-documented technical analysis that increases the probability of approval.
WRIME works with the consulting team and stakeholders early in the process during project scoping. We identify and document existing and historical environmental conditions, determine needed studies and technical analysis, and document opportunities for providing environmental benefits and/or avoiding environmental impacts. Our approach includes developing modeling and analysis tools that allow for quick and cost effective responses to ad-hoc stakeholder questions, and provide for “what if” analysis.

We can provide experienced staff to assist in characterizing existing and baseline conditions (current and future), developing technical screening criteria, and applying analysis tools or models for water supply, groundwater, water quality, and hydrology evaluation. Our modeling tools have been widely applied to evaluate alternatives, and to analyze potential impacts and benefits. WRIME also is capable in data management, decision support systems development, and statistical analysis.

WRIME provides defensible work products and analysis results based on current, state-of-the-science methods, and we are experienced in delivering modeling and technical analysis results that are accessible by non-technical persons. Our approach provides a rigorous and defensible technical basis for project selection and design.
